penalty : money you have to pay if you break the rules.
-> There is a penalty for parking your car in this area.
obliged : you have to do something
-> You are obliged to take your passport to the police station every month.
past passive voice : when we don't know who did the action
- was( were ) + past participle
-> I was given instructions on how to apply.
-> My application was rejected.
-> The wrong passport was send back to me.
-> The form was lost in the past.
-> My passport was taken by police.
